"Aaliyah wasn't that popular during her time, she didn't really stand out." Oh?

Back in the 90's before the days of social media, Vevo/YouTube, and "trending", magazines and other publications used to track videos because videos were actually a good indication of an artists popularity. If your videos stayed in rotation, it was a good chance you had a hit on your hands. Keep in mind this is also a time where music networks actually still played videos, and they still held acclaim and importance.
It may be hard to see here, but if you look under MTV, you will see that Aaliyah's video 'Are You That Somebody' was the most played video at this period.  NUMBER 1. This is 1998, by the way. MTV was still the premier network for all things music. If you also notice, Brandy is listed at #6, Monica at #12.
To put it all together for you, this was during a time where videos mattered, and competition was STEEP. Aaliyah's alleged 'competitors' were at their respective peaks/prime in this time, yet Ms. Haughton had the most played video. Heavy rotation on the most popular network.
